You know\, rural Maine is my home. And I know firsthand that our rural communities have the people\, the work ethic\, and the ideas to build a stronger future. What they haven't always had is the investment that's necessary to turn that potential into real progress. Well\, this week I was proud to announce that 17 rural communities and organizations across Maine have been awarded nearly $16 million in federal grants from the Northern Border Regional Commission for some important economic development projects. The Northern Border Regional Commission\, along with the state of Maine\, provides targeted federal investment for economic and community development projects in counties that are in states along the northern border. Since the Commission was formed through legislation sponsored by then-Congressman Michael Michaud in 2008\, Maine has received more than $100 million for hundreds of projects in rural communities. The projects that will receive funding through these latest awards will enhance economic development and build workforce housing\, expand childcare\, and fund infrastructure improvements. For example: Brooksville will use its grant to build the town's first all-tide public pier landing and boat ramp at Betsy's Cove. Tree Street Youth in Lewiston will build a new neighborhood center with childcare\, a community meeting space\, and youth workforce training. Farmington will benefit from a grant to build a multi-use pedestrian and snowmobile bridge over the Sandy River\, extending the Whistle Stop Trail to downtown. And the Northern Maine Development Commission will create "Aroostook Rising\," a two-year project to recruit talented workers. I recommended these projects for federal funding after a competitive review conducted by my Department of Economic and Community Development. And recently\, the Commission--the Northern Border Regional Commission--also announced awards in Maine through its Forest Economy and Timber for Transit programs. Main Street Skowhegan will put that grant towards the construction of a riverfront boardwalk that connects downtown businesses and neighborhoods to the Kennebec River and the Skowhegan River Park. The City of Rockland will use its grant to rebuild the public landing pier and redesign the harbormaster building to resist future severe storms and flooding. And the Southern Aroostook Development Corporation will use its award to develop a modern forest products manufacturing facility in the Houlton Industrial Park. Communities across rural Maine have the people and the potential to build a strong future. Now\, they also have the resources to create good jobs\, strengthen local businesses\, build workforce housing\, improve critical infrastructure\, and expand industries that are so vital to our state. DESCRIPTION:James Weldon Johnson Day - June 17 WHEREAS \, An Act To Create a James Weldon Johnson Annual Observance Day and an Observance Task Force was enacted in Maine on June 20\, 2021\, to honor the life and perpetuate the legacy of one of our nation’s great Civil Rights leaders\, that of the author\, educator\, journalist\, lawyer\, and diplomat James Weldon Johnson\; and WHEREAS \, this prolific member of the Harlem Renaissance made significant contributions to the preservation and development of African American cultural heritage through his poetry\, fiction\, autobiography\, anthologies\, and in collaboration with his brother\, J. Rosamund Johnson\, wrote over 200 songs for Broadway as well as “Lift Every Voice and Sing\,” widely considered to be the Black national anthem\; and WHEREAS \, James Weldon Johnson broke many barriers as the first African American admitted to the Florida Bar\, the first African American Field Director and Executive Secretary of the National Association for the Advancement of Colored People\, and the first African American to serve as U.S. Consul to Venezuela and Nicaragua\; and WHEREAS \, James Weldon Johnson found solace from the endless struggle for racial justice and his extraordinarily active life among the pines and rocky shores of Maine\; and WHEREAS \, it was following a tragic accident that took place in Wiscasset\, Maine on June 26\, 1938 that this Jacksonville\, Florida native succumbed to his injuries\; and WHEREAS \, observing James Weldon Johnson Day encourages Mainers to learn more about both James Weldon Johnson and our state’s history\, including the many contributions of African Americans dating back to before statehood\; and WHEREAS \, in accordance with 1 MRSA § 150-Q\, June 17th of each year is designated as James Weldon Johnson Day in honor of writer and civil rights activist James Weldon Johnson\; NOW\, THEREFORE \, be it resolved that I\, Janet T. DESCRIPTION:Native American Veterans Day - June 21 WHEREAS \, on June 21\, 1775\, soon after the Battle of Bunker Hill in the early stages of the American Revolution\, Penobscot Chief Joseph Orono met with General George Washington at Watertown and agreed that his tribe’s warriors\, as well as others in the Wabanaki Confederacy\, would join forces with the Continental Army to fight a common enemy in the struggle for freedom\; and WHEREAS \, members of 33 tribes served as code talkers in World War I and World War II\; and WHEREAS \, more than 44\,000 Native Americans served with distinction between 1941 and 1945\, including members of Maine’s Penobscot\, Passamaquoddy\, Maliseet\, and Mi'kmaq tribes\; and WHEREAS \, Native American men and women on the home front were also an integral part of the WWII effort\, with more than 40\,000 leaving their communities to work in ordnance depots\, factories\, and other war industries\; and WHEREAS \, Native Americans invested more than $50 million in war bonds and contributed to the Red Cross and the Army and Navy Relief societies\; and WHEREAS \, Native American women served in the Army Nurse Corps during WWI\, and nearly 800 Native American women served with units such as the Army Corps\, the Army Nurse Corps\, and the WAVES throughout the duration of WWII\; and WHEREAS \, Native American men and women\, including those from Maine\, have continued to serve in the armed forces in every war since\, including Korea\, Vietnam\, Desert Storm\, Afghanistan\, and Iraq\, and in current operations to enhance the security of American partners around the world\; and WHEREAS \, in accordance with 1 MRSA § 150-C\, the State of Maine and its citizens observe June 21st as Native American Veterans Day in remembrance of the courage and dedicated service of Native American members of the United States Armed Forces\; NOW\, THEREFORE \, be it resolved that I\, Janet T. DESCRIPTION:Executive Order 6: An Order Continuing the Work of Maine’s Elder Justice Coordinating Partnership FY 25/26 governor-timswan Mon\, 06/15/2026 - 10:32 WHEREAS \, a just society exists only when people can age with dignity and respect\, free from abuse\, neglect and exploitation\; WHEREAS \, an estimated one in 10 older adults in Maine experience abuse each year\; WHEREAS \, elder abuse is frequently perpetrated by individuals in positions of trust\, including family members and friends\; WHEREAS \, older adults who experience abuse or mistreatment are three times more likely to die within the following decade than adults of the same age who are not abused\; WHEREAS \, research demonstrates that coordinated\, multidisciplinary approaches engaging both the public and private sectors are the most effective means of addressing the pervasive problem of elder abuse\; WHEREAS \, in 2019\, I established Maine's Elder Justice Coordinating Partnership ("Partnership")\, building on Maine's proven success with multidisciplinary efforts\, to develop recommendations for preventing and addressing elder abuse\; WHEREAS \, the Partnership was charged with developing strategic priorities and recommendations across public and private sectors to address and prevent elder abuse\; WHEREAS \, in 2021\, the Partnership issued Maine's first Elder Justice Roadmap\, a comprehensive and forward-looking set of recommendations to advance elder justice goals statewide\; WHEREAS \, in 2022\, I established the Cabinet on Aging to ensure that Maine people can age safely\, affordably\, and in ways and settings that best meet their individual needs\, and to coordinate state government efforts on a broad range of issues that\, if left unaddressed\, contribute to increased risk of elder abuse\; WHEREAS \, coordination between the Cabinet on Aging and the Partnership has strengthened the State's ability to advance elder justice initiatives\; WHEREAS \, the Partnership has issued an updated Elder Justice Roadmap this month to reflect progress made and to identify current and emerging priorities\; NOW\, THEREFORE \, I\, Janet T. Mills\, Governor of the State of Maine\, pursuant to Article V\, Part First\, Sections 1 and 12 of the Maine Constitution\, do hereby Order as follows: Partnership To Continue its Work . The Partnership shall continue as an ongoing public-private initiative to advance its work and recommendations in the areas of direct services\, education and training\, public policy and data collection and evaluation. Support . While maintaining the autonomy of the Partnership\, the Cabinet on Aging shall support the Partnership to ensure sustained engagement\, coordination\, and progress in advancing the State's commitment to improving Maine's response to elder abuse. Membership . Members of the Partnership shall include the following key agency and office leaders or their designee: Commissioner\, Department of Health and Human Services (or designee)\; Associate Director\, Adult Protective Services\, Office of Aging and Disability Services\; Associate Director\, Aging and Long Term Service and Supports\, Office of Aging and Disability Services\; Director\, Violence Prevention Program Manager\, Office of Child and Family Services\; Director\, Division of Licensing and Certification\; Director\, Center for Disease Control and Prevention\; Commissioner\, Department of Public Safety (or designee)\; Colonel\, Maine State Police\; Administrator\, Office of Securities\; and Director\, Office of Behavioral l Health\; Coordinator\, Maine Cabinet on Aging. At the discretion of the Chairs\, the Partnership may also include the Executive Director of a statewide organization providing legal services to older adults\; the Executive Director of a statewide coalition of sexual violence service providers\; the Executive Director of statewide coalition of domestic violence service providers\; the Executive Director of an organization providing housing and other services to elder abuse victims\; the Executive Director of an organization providing ombudsman services to recipients of long term services and supports\; chairs of a statewide public awareness coalition focused on elder abuse prevention\; and a representative of the area agencies on aging. Additional members may include: Maine's Attorney General or their designee(s)\; a representative of the Maine Sheriffs Association\; a representative of the Maine Police Chiefs Association\; a representative of the Maine Prosecutor's Association\; the U.S. Attorney or designee\; and others deemed appropriate by the Governor. Chairs . The Partnership shall be led by a co-chair from the private sector and a co-chair from the public sector. Each shall be appointed by and serve at the pleasure of the Governor. Meetings. The Partnership shall meet at the call of the chairs. Records and proceedings . DESCRIPTION:Protecting Our Homes and Infrastructure from Extreme Weather governor-timswan Mon\, 06/15/2026 - 09:18 June 12\, 2026 Hello\, this is Governor Janet Mills\, and thank you for listening. When I took office nearly eight years ago\, I promised that Maine won't wait to take action to protect our state\, our people\, and our economy from the dangers of extreme weather events caused by pollution and changes in our environment. And I promised that we would fight to preserve this special place that we call home for the benefit of our children and grandchildren. We know that the stakes couldn't be higher. Look no further than the devastating storms of just a few years ago that impacted our communities\, our people\, and our economy. I've made climate action a cornerstone of my administration. We created the Maine Climate Council. We issued a groundbreaking climate action plan\, and we dedicated millions of federal and state dollars to make that plan a reality. In 2025\, we made the single largest investment in storm recovery by any administration in Maine history\, and we created the State Resilience Office to build better\, stronger public infrastructure in order to withstand future storms. That office manages the Community Resilience Partnership\, which includes more than 300 communities that we’re helping. And it has awarded nearly $25 million in state and federal funds for local projects to prepare for flooding\, for storm surge\, for rising sea levels\, and other climate events that put people's lives and livelihoods at risk. Well\, last month I was proud to announce the latest round of funding through that partnership. More than $5 million in grants to 76 towns\, cities\, and tribal governments\, including\, for example\, the Houlton Band of Maliseet Indians and Monhegan Plantation. The Houlton Band of Maliseet Indians received nearly $75\,000 in order to replace oil furnaces with energy-efficient and less polluting heat pumps in the Maliseet River Village\, a tribe-owned housing development. Monhegan Plantation received $75\,000 to create engineering plans to raise and rebuild the Monhegan Town Wharf\, which is the sole access point for boats and ferries coming to and from the island. We need to make that wharf no longer threatened by rising seas. Through these projects and hundreds more across the state\, we will continue to address the very real threat of severe weather events over the long term for the health of our people\, the health of our environment\, and the health of our economy. You know that clean air and clean water know no political party. Our planet is neither Democratic nor Republican. It is the home of all people\, and it is the responsibility of all people and all governments to preserve it for future generations. I'm proud that over the past nearly eight years\, we've made cost effective heat pumps and weatherization programs\, among other things\, available for Maine people and businesses. We've attracted investments in emerging industries\, and we've created good paying\, green-collar jobs. We've reduced our reliance on expensive fossil fuels\, and we've mobilized scientists\, industry leaders\, local and state officials\, and young people from all over to act as one to address the effects of climate change. We've shown that we won't wait for the next storm or the next disaster\, and that we do care. As the author Wendell Berry wrote\, for this home that is ours\, a home that we “care for as we care for no other place” in the world. DESCRIPTION:Women Veterans Day - June 12 WHEREAS \, throughout our nation’s history\, women have served honorably and courageously both on and off the battlefield\, though initially in limited and traditional gender roles such as nurses\, cooks\, and in other administrative support roles\; and WHEREAS \, during World War I\, women enlisted in the Navy as Yeoman (F) and the Marine Corps as Reservists (F) to serve on the home front as truck drivers\, mechanics\, radio operators\, translators\, and munitions workers\, filling in for men who were deployed overseas\; and WHEREAS \, the formation of special units in World War II\, such as the Women Accepted for Volunteer Emergency Service (WAVES)\, Women’s Army Corps (WACs)\, Coast Guard Women’s Reserve (SPARs)\, Women Airforce Service Pilots (WASPs)\, and the Marine Corps Women’s Reserve (WRs) allowed women to begin serving in positions previously reserved for men\; and WHEREAS \, since all combat positions opened to women in 2016\, they now comprise more than 17 percent of the country’s military force\, creating more opportunities for recognition and advancement and allowing for greater equity in military careers and rank\; and WHEREAS \, with more than 10\,000 here in Maine\, women are now the fastest growing demographic of veterans\, and the State recognizes their service and sacrifice and we stand by them\, just as they stood by us in their service to our state and our nation\; and WHEREAS \, this year marks the 78th anniversary of the Women’s Armed Services Integration Act\, which was spearheaded by then Representative Margaret Chase Smith and signed into law by President Harry S. Truman on June 12\, 1948\, acknowledging the great contributions made by women in the military and enabling them to serve as regular and permanent members of the United States Armed Forces and Reserves in times of both peace and war and giving them equal pay\, rank\, and privileges\; NOW\, THEREFORE \, be it resolved that I\, Janet T. Mills\, Governor of the State of Maine\, do hereby proclaim June 12th\, 2026 as Women Veterans Day throughout the State of Maine\, and I call upon the people of Maine to observe this day with the appropriate study\, programs\, and celebration of the vital role of women veterans in American history. Hall accepted a call to rebuild the Bangor Band in the early 1880s and he accomplished this task with such skill that the grateful citizens on Bangor presented him with a gold Boston Three Star Ne-Plus cornet\; and WHEREAS \, in addition to his work with the Bangor Band\, R.B. Hall also worked with the Waterville Military Band\, Chandler's Band\, the Cherryfield Band\, the Olympia Band of Augusta\,and the Colby College Band\; and WHEREAS \, upon his death in 1907\, R.B. Hall had published more than 62 marches\, and his funeral procession included the playing of his own works “ March Funebre \,” “ Eternal Rest \,” and “ Independentia ” by several of the bands with whom he had performed\; and WHEREAS \, in accordance with 1 MRSA § 119\, the last Saturday in June of each year is designated as R.B. Hall Day to commemorate and honor the internationally recognized composer\, conductor\, and cornet soloist\, whose creative talent and native ability marked him as one of Maine's outstanding citizens\; NOW\, THEREFORE \, be it resolved that I\, Janet T. Mills\, Governor of the great State of Maine\, do hereby proclaim June 27\, 2026 as R. B. Hall Day throughout the State of Maine\, and I urge all citizens to recognize this observance with appropriate ceremony and activity. You know\, for fifteen years\, I was the elected District Attorney for three counties in Western Maine\, and it was one of my responsibilities to prosecute hundreds of cases of sexual assault. Many of them involved women and children who bravely offered testimony against an offender. When that testimony resulted in a conviction\, which it most often did\, we succeeded in preventing that particular survivor from being revictimized\, and we very likely prevented that offender from victimizing others. In one such case\, a woman I will call "Jane" was kidnapped from her workplace by her husband and held captive and assaulted. She bravely testified\, and we obtained a conviction and a sentence of twenty-five years. Even then\, though\, she didn't feel safe. She felt forced to leave the state for many years\, even when he was in prison. That's what sexual violence can do – separate you from your loved ones\, your home\, your community\, make you feel isolated and vulnerable for years afterwards. I am determined to make sure that state law provides the strongest possible protection against sexual violence\, and the clearest pathways for survivors and law enforcement to hold perpetrators accountable for their crimes. I am proud to say that since I've taken office\, we've mobilized state government to better serve survivors. We've enacted laws to clarify the definition of consent\, so there's no ambiguity when it comes to sexual assault. We enacted laws to expand sexual assault awareness education in our high schools. We strengthened our response to sexual assault within our armed services\, and we've bolstered funding for sexual assault services so that every survivor can get help. Three years ago\, my administration began working with the Maine Coalition Against Sexual Assault to create a pilot program in Kennebec and Penobscot Counties\, using a federal grant aimed at implementing a statewide tracking system for sexual assault forensic kits. Well\, earlier this week\, I visited with the staff who ran one of those pilot programs at Saint Joseph Hospital in Bangor. For 18 months\, the Maine Coalition Against Sexual Assault\, and Saint Joseph\, and the Bangor Police Department researched the best kind of tracking systems available nationwide\, and they tested a tracking system that puts survivors first. Thanks to that coordinated work\, as well as new state funding enacted under my administration\, we can now establish a statewide tracking system based on our research to support survivors across Maine. So last fall\, as we were putting together our supplemental budget\, I talked with legislators about putting money in the supplemental budget to fund Senator Jill Duson's bill to establish and maintain a tracking system for all forensic sexual assault examination kits. One service provider described the importance of a sexual assault examination kit tracking system for survivors this way: "Survivors experience so much loss of control over their bodies during a sexual assault. This continues when they seek medical treatment. Knowing where the evidence is going\, if it will be tested and where it will be stored\, could help reinstate some of the control survivors feel they have over their bodies and over the entire evidence collection process." I want to thank Senator Jill Duson and the sexual assault service providers\, the hospitals\, law enforcement departments\, and the State Crime Lab for working to address this insidious issue of sexual violence over the last few years here in Maine. It was my honor to sign a budget this year that builds on the work we've done together since I became Governor\, as well as on my experiences within the criminal justice system going back some decades\, in order to better deter violence\, to protect victims of all crimes\, and to help people like Jane heal the harm and return to the safety of their own home.
