What “overseas” means on this site

When you see an "overseas" flag, it means a leader's published location for that day resolved to a country other than their own.
Location, not topic
We only flag overseas travel from a real location field — not from the text of a press release. A statement that merely mentions another country (say, support for a neighbour) does not put the leader on a plane, so we don't flag it. This avoids false positives at the cost of occasionally missing a trip.
Why it matters
Overseas days are often the most consequential: state visits, summits and bilateral meetings. Flagging them makes the diplomatic rhythm of a year visible at a glance.
